ICA Engineering, was selected by Richland County to serve as its Program Development Team for the Penny Sales Tax Program. ICA Engineering, Brownstone and M.B. Kahn are the engineering and construction management firms spearheading the Richland Penny program team. They will be responsible for ranking projects, managing the program budget and overseeing every phase of each project until completion. Richland County Council approved a five-year contract with the program development team Oct. 28. David E. Beaty is a PE (Professional Engineer) and SC Regional Director of ICA.
